A metropolitan district is a Colorado special district that provides two or more services such as fire protection, mosquito control, parks and recreation, safety protection, sanitation, solid waste disposal facilities or collection and transportation of solid waste, street improvements, television relay and translation, transportation, and water. The public improvements and services Cordillera Valley Club Metropolitan District can provide under its service plan are road and street improvements, safety protection facilities, mosquito control, parks and recreation facilities, and transportation. The District currently has outstanding debt in the amount of $1,152,527 and can incur no additional debt to provide and pay for public infrastructure without first obtaining voter authorization to incur such debt. The revenue that may be used to repay the District’s debt includes property taxes collected pursuant to the District’s operating mill levy which is limited to 25.000 mills, real estate transfer assessments collected through Cordillera Valley Club Property Owners Association and debt service property taxes at a mill levy rate that is limited to the amount needed to pay the debt coming due within the upcoming year.
